There doesn't seem to be any way to put this other than the literal translation.
Nils is right regarding the definition - in Swedish healthcare you pay more of your prescription costs at the beginning of your high cost period of one year than at the end, provided you have exceeded certain limits. : "högkostnadsperiod" is really a shortening of "högkostnadsskyddsperiod" (or something) so it is not the period of high cost but rather of subsidised (low) cost

Discussion
drug purchases. There is some kind of formula, where for the
first xxx kronor during a year, govt pays x %, then for the next yyyy
kronor govt pays y % etc.
