Ik kan er niet helemaal de vinger opleggen. Value is het niet, en measured value gaat uit van iets dat al gebeurd is. Het document is een subsidieaanvraag, waarbij je moet uitleggen hoe je te werk zult gaan.

streefwaarden? Misschien dat hier met het weergeven van de beoogde resultaten in 'indicatoren + meetwaarden' wordt gedoeld op de streefwaarden voor de verschillende indicatoren. In dat geval zou je de term kunnen vertalen met 'target values' of eventueel 'target value range'. Vgl. dit met de feitelijke waarden die in het kader van evaluatie/beoordeling in de toekomst gemeten (gaan) worden.

Remco Ik begrijp niet helemaal waarom de toekomst een probleem zou zijn: een meetwaarde is toch een meetwaarde? Die kan betrekking hebben op het verleden, het nu en de toekomst?

Of je bedoelt dat je nog niet weet wat je je bij die meetwaarde moet voorstellen? Wat voor soort meetwaarde is het? Wat wordt er gemeten en hoe wordt er gemeten?

Je had het over een subsidieaanvraag.
Ik zat te denken aan zoiets als een ondernemingsplan waarbij dan na een bepaalde termijn wordt nagegaan of er voldoende resultaat is geboekt

Ja waarom het dan gaat zijn de meetcriteria. Van te voren wordt afgesproken hoe de resultaten zullen worden beoordeeld.

this suggestion is based on the idea that "meten" means "evaluate" in this context

Probleem is alleen dat het in de toekomst plaatsvindt: de beoogde resultaten. Indicator kan bijvoorbeeld succesvol afronden van een cursus zijn, meetwaarde het aantal personen die hem hebben afgerond. Dus op 1 september 2011 zijn 300 jongeren getraind in het gebruik van druppelirrigatie, ik noem maar iets. De meetwaarde is hier het aantal getrainde jongeren, maar kan ook iets minder telbaars zijn. Die moet dus van tevoren geïdentificeerd worden: hoe ga je resultaat meten?

As opposed to calculated values - zo heb ik het altijd begrepen...

En dit kan ook op metingen in de toekomst betrekking hebben. Misschien dat daar je verwarring in ligt?

performance indicator

I think that in this particular context it can be translated as this in the sense of key performance indicator. I would translate "indicatoren en meetwaarden" as "(performance) indicators.
