In de kleuterperiode of eerder ontdekken kinderen vaak al dat letters en lettercombinaties een betekenis hebben. In groep 3 kennen kinderen na enkele maanden leesonderwijs normaal gesproken de letters van het alfabet. Hun hersenen zijn dan zover ontwikkeld dat ze vormen kunnen herkennen als letters en die letters vervolgens kunnen koppelen aan klanken. Dit is het begin van het technische leesproces.

Bij technisch leren lezen gaat het erom dat de hersenen letters vlot kunnen koppelen aan klanken. Dit levert letterkennis op. Na het leren van de letters komt het combineren van letters tot woorden en nog later tot hele zinnen. Eerst wordt er geoefend met eenlettergrepige woorden. Dat wordt geleidelijk aan uitgebreid naar meerlettergrepige woorden. Spellen is in feite het omgekeerde. Dan moet een klank worden omgezet in een letter.

Dyslexia or reading disorder occurs in 3- 4% op the population and often occurs together with ADHD. Dyslexia is a disorder in reading or spelling at word level or both. In dyslexia there are often problems with voicing written language. It is a technical reading problem, not a problem of comprehensive reading, which makes the speed of reading too low. This can adversely affect reading comprehension.
Dyslexia is persistent and does not improve with normal extra reading exercises or with remedial teaching alone. The treatment of dyslexia consists of specific training in connecting sound and symbols and learning how to compensate using strategies and (IT) tools.

Technical reading/technical reading skills is a more comprehensive concept than 'decoding', which mainly or usully seems to pertain to A. and B. below.

Decoding means translating written words into the sounds and meanings of spoken words (often silently). Encoding, or spelling, is the reverse process. The skills used in encoding are usually developed alongside decoding skills and reflect similar learning.
In order to become good decoders and spellers, learners need to first develop some basic understandings about print and how it relates to spoken English. In particular, learners must have developed phonological awareness and phonemic awareness.

Begrijpend lezen is het achterhalen van de betekenis van een tekst (vergelijk Robbe, 2008). Het begrip tekst moet je daarbij heel ruim opvatten: het kan gaan om een los woord op een mededelingenbord tot een lijvige literaire roman. Begrijpend lezen kan uiteraard niet zonder technisch lezen. Het decoderen is een voorwaarde voor het begrijpen. Kinderen die veel moeite hebben met het lezen van een tekst komen aan het begrijpen niet toe. Het omzetten van grafemen in fonemen legt zo’n groot beslag op het werkgeheugen dat ze niet in staat zijn het gelezene te interpreteren of in verband te brengen met hun eigen ervaring.
Technisch lezen is overigens heel lastig los te koppelen van begrijpend lezen. Voor het goed expressief lezen van een tekst is het zelfs noodzakelijk dat een lezer de tekst ook goed begrijpt. Je kunt wel alleen de leestechniek trainen door bijvoorbeeld te werken met onzinwoorden, maar dat is weinig motiverend voor kinderen. Daarom wordt in methoden voor technisch lezen ook altijd aandacht besteed aan het begrijpend lezen.

The 1st part of my reference comment was triggered by jan en sas' answer, i.e. showing the distinction between 'phonemic awareness' and 'decoding'. The latter is often used interchangebably with 'technical reading' / 'technisch lezen', both in NL and EN.

Discussion
I am asking because my blood pressure is up for the past twenty hours and I just can't help wishing the guy at the IBC in A-dam hadn't bothered and wrote that in Dutch.
My other (related) question is this: Does this stuff warrants NOT using a CAT? (I don't use any because 90% of the stuff I do is like that or worse, while my customers are genuinely dismayed at my being a retrograde ignoring technological achievements)

Looks like we both might be right.
I think part of the problem is that the various terms ("decoderen" / "technisch lezen" and "decoding" / "technical reading") seem to be understood slightly differently by different people.

Hoe dan ook, 'technical reading' is prima Engels.
En dat mag geen rol spelen bij de vraag wat de gewenste oplossing is.
Het is triest dat men steeds weer het 'non-native English' paard van stal haalt als men geen verweer kan bieden op inhoudelijke gronden.
Des te meer wanneer dit paard van stal wordt gehaald door iemand die selectief een referentie haalt uit een uitgebreid verhaal, dat hij waarschijnlijk niet eens heeft gelezen, en denkt die als stok te kunnen gebruiken om een hond te slaan.

Decoding means translating written words into the sounds and meanings of spoken words (often silently). Encoding, or spelling, is the reverse process. The skills used in encoding are usually developed alongside decoding skills and reflect similar learning.
In order to become good decoders and spellers, learners need to first develop some basic understandings about print and how it relates to spoken English. In particular, learners must have developed phonological awareness and phonemic awareness.
Phonological awareness
This is an awareness of the different levels in the sound system of speech. In order to learn to read or spell words, learners need to be aware that the words they hear in spoken language are made up of small segments of sound and that these sounds can be represented in print. […]
In de kleuterperiode of eerder ontdekken kinderen vaak al dat letters en lettercombinaties een betekenis hebben. In groep 3 kennen kinderen na enkele maanden leesonderwijs normaal gesproken de letters van het alfabet. Hun hersenen zijn dan zover ontwikkeld dat ze vormen kunnen herkennen als letters en die letters vervolgens kunnen koppelen aan klanken. Dit is het begin van het technische leesproces.
Klank-tekenkoppeling
Bij technisch leren lezen gaat het erom dat de hersenen letters vlot kunnen koppelen aan klanken. Dit levert letterkennis op. Na het leren van de letters komt het combineren van letters tot woorden en nog later tot hele zinnen. Eerst wordt er geoefend met eenlettergrepige woorden. Dat wordt geleidelijk aan uitgebreid naar meerlettergrepige woorden. Spellen is in feite het omgekeerde. (= "encoding") Dan moet een klank worden omgezet in een letter."

Voor mij heeft technisch lezen betrekking op het kunnen lezen op zich zonder dat je noodzakelijkerwijs snapt wat er staat: blind/mechanisch lezen.
Ik zou 'technical reading ability/skills' duidelijker vinden.
