En USA un CD es el equivalente a un deposito a plazo fijo en Argentina. Supongo que "ahorro a plazo" significa a "plazo fijo", es decir un deposito que se mantiene por un tiempo preestablecido. Fijate en el contexto en que se encuentra la frase, si esto efectivamente es asi.
