I'm not sure, really I only think this stamp only applies when the money is released for its purpose. But I know nothing about the legislation in Macau, so I can't really make any suggestions.

@ Teresa Hi Teresa! Yes, I have looked at it. However, it translates "selo de verba" as "stamp duty". The three terms in the phrase I posted are different methods of paying stamp duty, and therefore I have to find three different phrases, none of which will be "stamp duty". "selo de verba" is just one of the ways that it can be collected. So far, I am tending towards "payment receipt", as the law makes clear that it is a separate document or annotation of discharge made by the body receiving the payment of stamp duty.

Verba A government fund becomes a "verba" when the amount is actually released for its purpose. This could be "funds" or "allowance" IMO, depending on the amount and budget situation. If it's something that is released regularly in all budgets/years for a certain operation, it could be an allowance. If it's a specific fund with forecast in the yearly budget, released only once in the financial year, I'd use "fund" or "government fund" or something in that sense.
