4. AVAILABLE PLACES AND COMMITMENT TO PROVIDE SERVICE
University X commits to providing the training as long as the minimal number of students necessary for the correct program development is achieved. In case that the minimal number of students is not achieved, the matriculated students will be notified, and the reimbursement of paid amounts will be carried out. Furthermore, University X reserves the right to modify the time table and/or teaching staff due to the circumstances alien to the program coordination, and always without affecting the quality of the course.

Alien to" normalnie znaczy opposed to, contrary to, nawet hostile to -
ideas alien to modern thinking - ale to byłoby zbyt daleko idące, IMO.
Tutaj jest podobna definicja:
differing in nature or character typically to the point of incompatibility
ideas alien to democracy,
