This is the beginning of an audio conversation between Argentinians.
¡Qué nivel! Acá es la vecina que no pasa, no sale, le metió cochera en la puerta de la casa.

Here is something that I found in WR for the expression ¡Qué Nivel!:
"I would take into account that the expression "¡Qué nivel!" is not necessarily meant to refer to a level of something. It might be a coincidence in this case.
We frequently use "¡Qué nivel!" to mean "way to go!" or "wow, that's awesome!" For example, when someone tells you they've accomplished or acquired something really neat or impressive.

As for the rest of the sentence it really doesn't make any sense, it has nothing to do with the rest of the context in the audio, which is a business conversation, so shall I just do a literal translation here?
So something like, Here's the neighbor who doesn't pass by, doesn't go out, and the last part bits me!
I appreciate any help, particularly from Argentinians to see if it means something to them.

Thank you all so much for your help. I believe I will use patinba's version, I did read somewhere that Argentinians tend to say the opposite like no, meaning yes, so this makes sense. Thanks again!

¡Qué nivel! I usually hear ¡Que nivel! used sarcastically to mean the exact opposite. Perhaps the translation could be "What a jerk! The woman next door can't get by, she can't get out, he parked right up aganst her door.

Hi Helena, I am not Argentine, but have been living here for 35 years and agree with the notes for the expression Que Nivel!. The next phrase is really odd, it may be that the audio translation is incorrect. For this I would probably write something like, "This neighbor is a total loss, she never goes anywhere and she put the driveway in front of the door to her house" Something like a complaint about the neighbor who has bad taste, is unremarkable and designed the entrance to her house with a driveway in the front door.
It will be interesting to see other's comments! Good luch.

In my opinion:
¡Qué nivel! = Way to go! Wow, how awesome! Cool!

To express both surprise and admiration.

"Le metió la cochera en la puerta de casa"
Someone placed a garage right in front of this lady's house door. That's why the woman can't pass through and can't even get out of her house.

I live in Argentina and this doesn't happen very often but there are a lot of signs here that say "no parking" as it is a garage or an entrance so maybe this person just got it wrong ... but maybe they parked regardless, in which case there would be a fine if caught
