Thank you guys for all the effort. The country is Egypt. But there is no brand or occupation. These are the regulations for personal protective gear, of which shoes is one item. So, they are describing a kind of safety shoes to protect feet against potential hazards in any given workplace. This is all the context I have. That is why I am incline to think it is more of substance pr material, you see.

Not likely. I am translating some sort of an Occupational Safety brochure where a number of protective gear is described at length. So, most probably, the word is an ill-Arabized term for some substance.
