Please could a native speaker confirm whether od in this case translates as by or from.

In other words, "Glavna Banka" owes money to "the banks", and a third party, such as the National Bank, is expected to guarantee repayment of this debt on the grounds that the banks have deposited foreign currency savings with said third party.
Usually "potraživanja OD nekog" means "outstanding claims AGAINST somebody" i.e. "somebody's owes money" to whoever.
Hower It's hard to say anything definite without enough context.

In light of this new piece of information, this probably means that the delegations of the former Yu republics believe that there is no point in commercial banks trying to get the "Glavna Banka" (of the former SFRJ, I guess) to repay its debt to them, that debt being ("po osnovu") their foreign exchange deposits with the "Glavna Banka". (Commercial banks were obliged to deposit a percentage of their own depositors' savings with the "Glavna Banka" - obavezne rezerve.)
Does this explanation fit in?

Unfortunately this sentence sits in splendid isolation in the text but the area under discussion is how to deal with foreign currrency deposits made by Yugoslav do raspada Federacije and how to distribute them amongst the succession states...
