Hmmm... You need to verify whether these entities are contracting or being contracted. My instincts tell me manufacturers don't do much contracting (i.e. commissioning) of work. Rather, they more likely are the ones being contracted to do specific work for someone else or some other hiring firm.

And I think in this case, Phil is correct in dropping the "ing". The "ing" makes it seem like the manufacturers are the hiring firms and I'm willing to bet this isn't the case.

On second thoughts and taking the response to my previous answer into consideration, I think that 'contract manufacturers' would be beter than 'contracting manufacturers'.
