Yes, the quotes are in the original. I had thought about "heimelijk". It basically is a regulation that a company has to adhere to and puts in its terms and conditions, to stipulate that their suppliers etc. adhere to them too.

stealth is hier bijvoeglijk volgens mij: heimelijke regelgeving, dus voorschriften die ergens stiekem in worden gemuisd, bijvoorbeeld door een regering die er niet openlijk/expliciet een wetsvoorstel voor wil indienen.
