This is what I found : Standby statements happen frequently nowadays, because the dramatic increase of media outlets (TMZ, CNN, etc) allows people to see even more into the dealings of public figures and organizations. These statements are used as brief addresses to the public during times of crisis or bad fortune.
Maybe it could be called a communiqué de réserve rather than being a full blown déclaration. The specialists will tell us.
