A little more context would help; as well as an attempt to find a definition of what "camp on" means, in your particular context. I'm taking it to mean the way a mobile router connects to a network abroad, which is a big thing for the coming year. It is similar to cell roaming; if not able to connect to one of its own networks because it is in a foreign country, it tries to "camp on" [connect to/use] a PLMN. This is like data roaming only due to an increased use of mobile data while travelling, companies are offering plans for mobile routers; this is where the idea of "camping on" comes from. While away from its user's home country, it is connecting in a temporary, "travelling" manner [itinérant], which differs to its usual way of connecting for data usage at home.

Cell Selection and Re-selection:

After selecting a PLMN, a UE selects a cell in the PLMN to camp on. After camping on the cell, the UE monitors system information, performs measurements on the serving cell and neighboring cells based on measurement rules, and selects a better cell to camp on based on cell re-selection criteria.

NSA est un type de réseau existant. La traduction correcte de camping est "s'appuyer", mais le sens est "se domicilier".
