As you say, the typo 'been fitted' > 'benefitted' is obvious when you think about it, probably an initial minor typo compounded by a spell-checker!

La "phrase" avant, qui est dans une série de propositions sans majuscule devant, est:sees an average of over 45,000 patients a year, treating over 600,000 patients since 1994
I am more than ever convinced that the error here is in fact the choice of the word 'fitted', I'm wondering about a dictation error for 'visited' (but that would still also mean another word lik 'by' was missing) — as you say, it seems unlikely that so many people would actually have passed through this train, so it is probably indeed that it has been potentially available to that many people. Again, the verb 'fitted' is puzzling...
It is likely that '[something] has been fitted to 5.4 million people' — otherwise, I can't imagine how the passive voice 'has been fitted' could possibly be followed by a direct object 'people'.
But we really do need to know what comes before, as again, it is difficult to imagine what sort of physical 'something' could be fitted to all these people through 'awareness initiatives' or 'outreach services'?? I suspect perhaps the error is in the word 'fitted' itself.
