La définition donnée par arnold007 est juste. C'est donc bien un tuyau. Je rajouterai qu'il manque un élément important le pare-flamme qui est fixé à son extrémité.

A mon avis free est superflu ici...
CF la definition d'un free vent suivante :
"... Free Vents are designed for use on bulk liquid storage tanks that contain non-volatile liquids. These vents offer efficient flow capacity to protect the tank from positive or negative overpressure, and allow vapors to flow freely in and out of the storage tank."
C'est clairement une bouche d'aération...

A free vent on a storage tank (which you don't even mention, but I'm forced to assume) is nothing more than a piece of pipe or conduit that freely connects the tank vapor space with the open atmosphere. Sometimes a slight water seal is incorporated by designing the pipe as a "goose neck". Or the pipe is designed with a vertical 180 degree return (inverted "U") in ordered to keep rain water out.
