It's the same idea as has already been suggested with "continentaux", which, however, is slightly inaccurate. Alaska is part of the "continental" United States, lying as it does frimly on the North American continent. Alaska and Hawaii are repsectively the 49th and 50th states, and are not contiguous with the other states, which do form a contiguous land mass in themselves.
So the "lower 48" states are all those except Alaska and Hawaii, which also happen to be the "contiguous" or "coterminous" United States.

You have already worked out that it excludes Alaska and Hawaii. The point of the \"lower\" is that the other states all have lower numbers.
So the "lower 48" states are all those except Alaska and Hawaii, which also happen to be the "contiguous" or "coterminous" United States.

: I was wondering if "lower 48" could refers to 48 º N degrees (roughly the canadian border W-E) as Michel stated, but Hawaii is also "48 lower". I think you are quite right.
