The engineers are talking about a faulty shaft.

They are convinced that they now know the root cause of the cracking, that they have corrective actions in place that will:

a) prevent a crack;
b) detect a crack.

One engineer says:
"And this is, by the way, monitored 10 to the minus 9.
So, certification for aircraft has to be 10 to the minus 7.
and we are going 10 to the minus 9".

So, I am a little uncertain as to what this relates to. If this is rather a figure of speech, or if it has to do with calculations.

That's math notation. It means 10 raised to a power a 9 negative, or nano.
Ex:
nano equivale a 10-9 (dez elevado a menos nove).

agree Paulo Marcon : Assim entendi: determinada variável é monitorada com uma precisão de dez (elevado) a menos nove, e a certificação requer somente dez a menos sete. Ou seja, a variável é monitorada cem vezes mais rigorosamente que o exigido pela certificação.
