una iniciativa de colaboración inicial (entre)

My problem was wanting to use both inicial and iniciativa, but not liking them together! But if I put inicial at the end, it suggests that the collaboration has ended (which, imo, the text neither says nor doesn't say). But anyway, here it is, for what it`s worth...
