senate resolution
"WHEREAS, The United Kingdom was a steadfast friend and ally of the United States and the cause of free peoples everywhere during the first Gulf War in 1991, committing the lives of its own armed forces to that effort, and has faithfully supported our common interests in a lasting and just peace and security for all the peoples in the Middle East and around the world in the twelve, often trying, years since the end of the first Gulf War; and "

: I (of courzse...) prefer my own answer, but this is also a perfectly valid translation, notwithstanding Asker's persistent doubts.

You'll probably need to rephrase it somewhat ...

The old jokes are the best:
Young Jimmy brought home his end-of-term school report. It read the same as every report from the past three years: "Jimmy is trying!" "Ha, bless him - at least he's making an effort!" exclaimed his father contentedly.
At the end of the next term, Jimmy's father read the latest report: "Jimmy is still very trying...".
