How about.... Explanation: In other words they promote models for delivering integrated services so that the organizations responsible for implementing the services can deliver them them to a broad audience (as many people as possible?) |

See explanation Explanation: It's talking about organizations that provide integrated services, and is saying that the NGO helps them to provide these services on a larger scale. Of course, that doesn't answer the question of what "integrated services" are, but perhaps you know that! -------------------------------------------------- Note added at 50 mins (2006-08-04 14:14:31 GMT) -------------------------------------------------- "to take something to a new level" is a standard phrase, particularly in business. Here you have a modification of the phrase: "to take something to a significant scale". Moreover, "implementing" is an adjective modifying "organizations" and "to" has been omitted. Omitting a couple of adjectives, the sentence becomes: to help organizations to "take services to a significant scale". |
