Fan inlet is the pipe feeding air into the ventilator.

Very often diameter of pipes and diameter of inlet are not the same - you need an adaptor. This adaptor is the flexible coupler described in your text. It allows you to connect a smaller pipe to a larger diameter inlet (or a larger diameter pipe to a smaller diameter inlet).

Moreover, diameters of pipes and inlet may be measured using different systems: pipes in centimeters (called "metric") and fan inlet - in inches (or feet and inches, if it is a very large fan :-)

In this case you NEED a variable diameter flexible coupler - otherwise you will not have a perfect fit between the pipe and the inlet.

FYI

metric sections means that they manufactured in the METRIC SYSTEM, i.e. the section dimenssions are in metric units. You can not directly connect an coupling end in imperial system to an coupling end in metric system. Their dimenssions just do not fit each other.

We know that 1 inch is about 25.4 mm. But that is an proximate estimation, not the exact figure.
