You are not following the rules about your IRP (individual responsibility plan). We have found you don't have a good reason not tofollow your IRP. Because of this, you are in sanction.

Does this mean "you are under sanction" ? i.e. penalty?

When you get TANF/SFA (Temporary Assistance for Needy Families/State Family Assistance), you must follow program requirements and your IRP (Individual Responsibility Plan). If you don’t, you will get a penalty unless you can prove you had a good reason. This is called being in WorkFirst sanction status. Penalties get more severe the longer you are in sanction. They also get more severe each time you are placed in sanction. You may be able to end a penalty before we reduce your grant, but if you go into sanction again, you will still start out at the next level.

basically it means that you have \"blotted your copybook\" (failed to comply with regulations)
