Feeling: I have a feeling this is an expression used in US to describe some kind of a pension plan but can't find anything equivalent anywhere...

petits plans de retraite

It does seem to be an American term. I did a Google search and found several pages that referred to "small pension plans " - the translated version of the pages suggested petits plans de retraite as the french language version. This term seems to be referring to pensions plans which are built on relatively small amounts of capital - ie a small business might develop such a retirement plan. See the translated and untranslated versions of the page below. HOpe this helps.
