It does seem to be an American term. I did a Google search and found several pages that referred to "small pension plans " - the translated version of the pages suggested petits plans de retraite as the french language version. This term seems to be referring to pensions plans which are built on relatively small amounts of capital - ie a small business might develop such a retirement plan.
