I'm really not sure what this means, any suggestions would be greatly appreciated.

Explanation:
"technology" est ici à interpréter comme ce qui rebute le lecteur, donc à traduire plutôt par l'idée: ce qui freine la lecture. Jargon a cette connotation, alors que la technologie est plutôt une valeur positive pour l'instant en France.
On pourrait aussi suggérer simplement "documents grand public"
