Banda de instrumentos de hojalata,...
if you mean just that, that they play with tin can instruments. But if you mean an amateur band then "banda de músicos principiantes" is an instance; but if you mean a reeeeally baaad band then, let's see, "banda de músicos muy malos". Ha, never heard this last one but I've seen dozens and once belonged to one... You may change "banda" for "orquesta" if size matters. Good luck with it.
