Depending on the country, they are called either toreadores (because they resemble the pants worn by bulfighters) or pescadores (again, because they resemble the rolled-up pants worn by beach fishermen.

I agree with Mr. Martinez de la Torre's answer. I used to live in Uruguay and those pants were known as "pescadores." Another name for them that I've seen in English is "clamdiggers".
