Although Collins gives "sparling" for "pétillant" I wouldn´t use that. I would use "bright" and "radiant" even though they are pretty much the same thing. "Radiant" has a connotation of happiness which I think adds to the good aspects of the moisturiser.

I would not use anything like "shiny" or "glossy" because the current fashion is not to have a shiny face, which looks greasy.
