Not easy out of any context, but "foisonnement" is "bulkiing factor", or the old can-of-worms trick: once you've opened a can of worms, assuming you succeed in preventing any getting away, it just ain't possible to put them back in again. The can simply isn't big enough.

To see what I mean, dig a largish hole. Then try putting all the earth you dug out back into the hole.

The same applies to translation. If you translate 100 words of English text into French and get 120 words, the "taux de foisonnement" is 20%.
