A zone of which the water resources are to be shared, as appears from the following definition:
"Définition zones de répartition des eaux
Zones comprenant les bassins, sous-bassins, fractions de sous-bassins hydrographiques et systèmes aquifères définis dans le décret du 29 avril 1994. Ce sont des zones où sont constatées une insuffisance, autre qu'exceptionnelle des ressources par rapport aux besoins. Elles sont définies afin de faciliter la conciliation des intérêts des différents utilisateurs de l'eau. Les seuils d'autorisation et de déclaration du décret nomenclature y sont plus contraignants. Dans chaque département concerné, la liste de communes incluses dans une zone de répartition des eaux est constatée par arrêté préfectoral. Pour mémoire ces zones sont situées dans le bassin Adour-Garonne (5 sous-bassins et 6 fractions de sous-bassins), dans le bassin Loire-Bretagne (7 sous-bassins), et dans le bassin Rhône-Méditerranée-Corse (2 sous-bassins).

(scarce/rationed)-resource distribution zones It sounds like a return to the rationing of some goods when I was a toddler:) I am impressed with all your contributions. I think the water cascading from a mountainside is not in deficit, but it is competed-for by the various local authorities in the catchment area. Any ideas? Water rationing?

Assuming the French is deliberately misleading, the English should possibly be equally so.

I mean, you say "A zone of which the water resources are to be shared" when the explanation makes it clear that a zone de répartition does not have sufficient water to share. I suspect the text was written by a socialist, for whom "sharing" involves robbing the rich to give to the poor who get to keep whatever they might have to start with.

appears to be what they actually MEAN. Whether that is what should be SAID is another issue ...
