CONTEXT: normally, in case of a deficit of a public service the conceding party must financially help the concessionaire. Here the public service is that of tramway. I FIND DIFFICULT TO TRANSLATE IN THE LAST SENTENCE: ACTE D'UNE VOLONTE AGISSANTE.
