You are in the US, but I don't know the US equivalent, assuming there is such a preliminary evidentiary stage. Committal works in Canada.

This is also called the "soit-communiqué" and Bridge's Council of Europe Fr-En legal dictionary gives it as follows "order by the investigating judge closing an investigation, transmitting the file and informing the public prosecutor's office that the case is ready for further action".

: except Bridge's/Martin Weston's turn of phrase is a bit ambiguous for a CRIMINAL case. Likely to be mixed up with 'notice of readiness to proceed' with a CIVIL writ that has been issued over a year ago and never served.
