Given the lack of context there are a few possibilities:
e.g. The recovery tank / chamber cleaning (operation) is not included (taken into account) - in the maintenance contract???
e.g. 'Non-system-recovery' tank cleaning. This means the tank itself is not part of the operating system.
e.g. Recovering tank cleaning when not running. This would mean the tank is cleaned when not in use.
I opt for the first one, but ... DIFFICULT. Hope this helps.
