I would have thought the bathroom was the one place that you did not need to wear a tie. What is the world coming to?
I am sure I will kick myself when some one tells me the answer but for the time being I am suffering from a distinct lack of imagination (possibly related to it being a Monday).

I may be barking up entirely the wrong tree here, but I wonder if these are those signs you see in hotel bathrooms asking you to re-use towels, switch off taps, etc?

Explanation:
Off the top of my head, the only thing I can think of is that it could be one of these rather smug little signs saying 'put your towels in the bath if you really want us to wash them (and destroy the planet)' (sub-text: saving us a lot of money if we can play on your guilt complex). Not sure how this relates to 'cravate', unless they are designed in such a way as to hook over something.

Explanation:
There is a popular form for a necklace that we (in English) call the "Y-necklace." In French, this is called a "collier cravate." In other words, where English speakers see a "Y," French speakers see a "cravate" shape. This "translates," in my opinion, to a hanging or dangling object. In the present context, I envision a hanging card with the sort of ecology info other answers have already described. So, you probably don't have to wear a tie in the bathroom... but necklaces go anywhere!

Explanation:
Mark, I wonder if this might not be those 'things' that you find on lavatory seats to 'prove' that they have been cleaned etc. This might gel with the plural usage here. A long-shot perhaps, and I don't have an English term either, so forgive me.
