Though it *could* be the proper name of a "place" in the town, I see no evidence of that in the brief passage we are given.
On the contrary, all of the "richesses patrimoniales" are generic, not specific : "églises, place aux Arcades, hôtels particuliers," ...and, in this context, it is much more likely that it is a question here of a town "square" which is bounded by arcaded buildings, as in this small section of a "place" from Etampes : http://www.ariadne.org/centrechartraine/etampes/town/st-gill...
Confirming this "generic" identification rather than a specific place-name is the fact that "place aux Arcades" is not fully capitalised.
