Die Leute sollen beim Überweisen den Verwendungszweck "Spende Abzugssteuer Künstlergagen"
angeben. Ich habe heute morgen nämlich nochmal mit dem Finanzamt
verhandelt um zu erfahren, wie das Geld zu behandeln ist. Das Geld was Leute
einzahlen kann auf jeden Fall als Spende behandelt und auch
Spendenquittungen ausgestellt werden.

Hier geht es darum, dass ein Verein dem Finanzamt Geld schuldet und versucht, seine Mitglieder und Künstler, die an Veranstaltungen mitgewirkt haben, dazu zu bringen, beim Aufbringen des Geldes zu helfen. Die Künstler können das als Spende absetzen, müssen aber auf Überweisungen
"Spende Abzugssteuer Künstlergagen" angeben.

The word "Abzugssteuer" doesn't make any sense - I worked in the German Inland Revenue for 3 years and never came across it - we called these kind of donations "steuerfrei", but what really happens is that it reduces the tax payable of the donor, hence I would use the above term.

Thanks everyone for the contribution. I think this is best in the context although "withholding tax" would be correct under different circumstances. God knows why the German Finanzamt hasn't phrased it more clearly...

Explanation:
Ich würde das ganz einfach wörtlich übersetzen weil ich mir nicht vorstellen kann, dass die Bezahlung einer Steuerschuld steuerfrei sein soll.

Dass in der Überweisung der Name der Künstleragentur nicht auftaucht, finde ich auch eigenartig. Deshalb die wort-wörtliche Übersetzung.
