Funktionsabdeckung
Eignung des Systems bzw. seiner Teile, die spezifizierten Funktionen entsprechend den tatsächlich
gegebenen Erfordernissen auszuführen (und nicht nur entsprechend den in der Spezifikation
beschriebenen Erfordernissen). Die tatsächlich gegebenen Erfordernisse stellen sich
aber erst bei der Installation bzw. bei der Nutzung heraus. Dieses Merkmal bezieht sich damit
vor allem auf die Qualität der Spezifikation, nämlich inwieweit diese den realen Erfordernissen
nahe kommt.
Would plain and simple "functionality" work? "Function coverage" or similar sound somewhat strange to me and seems to mean something else in software testing (Wikipedia says: "To measure how well the program is exercised by a test suite, one or more coverage criteria are used. Function coverage - Has each function (or subroutine) in the program been called?).
Is there some customary QM jargon for this concept?

"Functional" refers to the "function" the system is producing, in a broad meaning, i.e. what the system is doing, what an observer would qualify as the behaviour of a system. And "adequate" simply means that the system is doing the "right" thing, judged by an observer or the environment. So "functional adequacy" can be seen as "having the appropriate behaviour for the task".

These measures attempt to capture the level of quality of the software from the perspective of functional operation of the system. The only discrepancy between the metrics presented here and the ISO/IEC 9126 is that the measure of Functional Adequacy has been expanded to address adequacy of both design modules and source code units.

Eligibility (of the system) to support functionality (of ...program/requirements...etc).
I am not sure about this option, nor convinced that I got it right, but I am sure it is not functional coverage, even though Abdeckung primarily means coverage.
However functional eligibility seems to be a widely used term and if I understand it correctly, the paragraph below the title is the description of the title, therefore I think I might use this.
