I would use "tax consultant / xxx in training" (where xxx is the profession for which the person is being trained). Another possibility might be to use, as was suggested, candidate for the profession of ...
However, I would certainly not use "professional candidate" - that sounds as if "candidate" is the person's profession (cf. professional football player, etc.).
