This terms is also stated in the media agency agreement which I am currently translating:

"Die Agentur berechnet dem Kunden für Mediaeinschaltungen das **Agentur-Netto-Netto**, das heißt, den Tarifpreis der Werbeträger abzüglich aller (...) Nachlässe, Rabatte, Boni und Skonti sowie der Mittlerprovision."

Ken, the problem is that I don't even know the meaning of the German term. Unfortunately, I couldn't reach the client yesterday to ask him about the background (and the translation has to be done by Monday morning...).

I found some Google information, but I am still not sure how to translate the term:

"Der Werbeumsatzbetrag errechnet sich aus dem Anteil, den ein Werbeträger am gesamtenWerbeumsatz seiner Gattung hat, bezogen auf die zuverteilenden Kosten.

Werbeumsatz ist der **Agentur-Netto-Netto-Werbeumsatz** eines Kalenderjahres aus Anzeigenaufträgen mit Ausnahme von Rubrikanzeigen."

is quite an established term in other languages (East-European, at least) obviously taken from English (I used to answer the question in Russian). Quite strange that there so few refs in English. Hope the links below will help you.
