But I've never seen these pouches before. Is there a standard English term?

This is what they are - little ziploc-like bags - not the big foil things in your picture. Something like this: https://ssl.kundenserver.de/www.grow-hannover.de/sess/utn;js...
Judging from the quantity (1/16 of an ounce), I'd say it used to be called a "dime bag", but you never know with inflation nowadays...
