Die Ein- und Ausschleusung in und aus dem Operationssaal muss wegen den geltenden Hygienevorschriften auch bei ambulanten Operationen gleich vorgenommen werden wie bei grossen stationaeren Eingriffen, wenn der Operationssaal fuer ambulante und stationaere Operationen genutzt wird, obwohl die Hygienevorschriften fuer ambulante Operationen dies nicht verlangen.

I am not so sure about the sneaking into/out of. Generally "ein/ausschleusen" means that something passes an intermediate room/chamber etc. (for example in clean room technology) before it gets to the "final destination", and the same on the way out. I guess they are using this analogy here. If they are referring to the medical personnel, it might mean the procedures that apply to the sterile area where they suit up for an operation, or if it refers to taking the patients in/out, it might mean the time spent in that inbetween room where they have you wait before the operation and after. For the medical personnel, "entry and exit procedure" might work, for patients "transfer" might do it.
