This is from a recipe. The only think I can think of is "measuring spoon", but that's English, of course. Generally these recipes call for a "packet" of baking powder:

The tip of a knife is often used as a measuring tool in cooking. However, 1/2 Messerspitze of baking powder would be a very small amount.
