It would be hard to find a word that has changed so much in the last 10 or so years. It only meant handicap when my dictionaries, fairly new, were printed. Now the LEO German-English URL below gives these 5 definitions. I found 5000 hits on a search engine for Vorgabe+Software in German. The following is from Microsoft Glossary: Es wurden daher Vorgabewerte verwendet. So it can mean input values, too.

It does not mean competition, the word occurs in dictionaries as the framework in which it is used to mean handicap.
