It only meant handicap when my dictionaries, fairly new, were printed. Now the LEO German-English URL below gives these 5 definitions. I found 5000 hits on a search engine for Vorgabe+Software in German. The following is from Microsoft Glossary: Es wurden daher Vorgabewerte verwendet. So it can mean input values, too.
