I've seen the existing KudoZ threas about außertariflich, but am still a bit stuck here, especially since the client's style guide specifically says not to use "staff", so I'm also left wondering how to differentiate (if at all) between Angestellte und Mitarbeiter.

agree  Ken Cox: If this is like the company where I used to work (engineering company, CLA n/a), the außertarifliche Angestellten are the managers above a certain level who fall outside the normal salary scale structure (so their salaries are not general knowledge).

Explanation:
They are talking about employees of executive rank. An 'officer' can automatically sign for the company (obviously within his authorized competency), so the 'signing' part is here redundant. These people have employment contracts, but are not covered by bargaining agreements (meaning labor union contracts). That's how they would phrase it in the US
