Literally translates as fluorescent screen and is so used, for example, in medical physics. Hard to tell what applies here, e.g. is this an external safety reflector or a dashboard feature?

reflective / fluorescent / luminous film - For contexts like this the normal translation of "Folie" is film. For this reason I would use film rather than tape, because we do not know what shape it is. As far as "Leucht" goes, reflective would not really be technically correct but many people use it that way. If nobody can give you a 100% sure answer, the safest would probably be "fluorescent film" - HTH - Dan
