I'm not sure what to call it in English, because I don't know exactly what it is.

Distinguished from ����� �� �������� ? As I understand it, ����� �� �������� (������� �����) is calculated as a percentage of the taxable income.
����� �������� and ����� �� �������� are two separate items on the same tax form.
Is the ����� �������� a fixed sum for each income bracket?

It is indeed sliding-scale tax, φόρος αναλογικής κλίμακας.
To be exact, φόρος κλίμακας, when followed by an amount, means tax corresponding to the bracket on the sliding scale.

Individuals and residents pay income tax based on income and income-producing assets (with generous deductions) on a sliding scale from zero per cent to 45 per cent.

In answer to Dylan's question:
Φόρος κλίμακας is indeed the fixed sum for each income bracket (for example, from 5,000 to 10,000, if it is taxed at 20%, it would be 2,000).
Φόρος που αναλογεί is the sum total of the taxes imposed on each bracket.

Ναι, το sliding-scale tax το έγραψα βιαστικά για να δείξω ότι πρόκειται για αυτό το είδος φορολογίας - όχι για μετάφραση.

Rate είναι ο συντελεστής (π.χ. 20%). Ο φόρος κλίμακας είναι το ποσό του φόρου που προκύπτει όταν πολλαπλασιαστεί το εισόδημα του κλιμακίου επί τον συντελεστή.
