Δεν είμαι σίγουρη αν υπάρχει συγκεκριμένος όρος για το "μη εξαιρούμενος από το Νόμο," αλλά η πρότασή μου ίσως να κάνει εφ'όσον σημαίνει "νομοταγής" ή "αυτός που ακολουθεί τον νόμο." Δεν είναι ακριβής μετάφραση βέβαια, είναι μια κάπως πιο πλάγια προσέγγιση.

Ισως επίσης να μπορείς να πεις "he who is subject to the Law" ή "he who is not beyond the Law"... Ελπίζω να βοήθησα λίγο!
