Hi Doron. I think that you are a little wrong. פ"א is פנקס אישומים and it's nilon and not nylon. נילון מלשון תלונה - accused maybe. meaning that the person wan never accused of something, and never was in the status of an accused.
I'm just not sure about the translation.
