Since cytologic stages are international, we can use them in the same way in English, too:
• C1 Inadequate
• C2 Benign
• C3 Probably benign
• C4 Possibly malignant
• C5 Malignant

(C3), verdacht voor maligniteit (C4) of maligne (C5) en vergeleken met de histologische
resultaten van de CNB.

It seems, this is also written in Dutch (and it is not written by a student), so the C1 sign IS internationally used:
Eisen aan cytologie
De verslaglegging van cytologische aspiraten dient zoveel mogelijk gestandaardiseerd
plaats te vinden (zie ook bijlage 4). De uitslagen worden bij voorkeur als volgt
gecategoriseerd:
• C1 = onbruikbaar (which in Hungarian is használhatatlan)
• C2 = benigne;
• C3 = geen zekere uitspraak mogelijk;
• C4 = verdacht voor maligniteit;
• C5 = maligne.

: I don't recommend to use C1 sign: it is used in the UK but not in the US. Also the asker needs this term in Dutch & in Dutch they write the exact term inadequate not C1 http://www.pathan.nl/docs/jaarverslag Pathan 2009.pdf page 24 ONVOLDOENDE

It is NOT widely used in the Netherlands. The reference what you have given is an ENGLISH written link written by a Dutch student (thesis). If he used this in the UK that's ok, but C1 is not widely used in the US either, nor in the Netherlands.
