What it the appropriate term for '下廻り'?
'エンジン廻り' is ' engine rotation/swivel. But I don't think 'low rotation/swivel' does work here. Would that translate as 'the engine rotation from underneath' ?
But it does not seem like a technical term to me...

I don't know the context, but I doubt that 下廻り has anything to do withエンジン廻り, I think it is エンジン・下廻り, and that translates as engine/underbody, as in the following examples:
