A few adjustments should be made:
1/ 仕様書 is the full correct term, as you know well
2/ I came across another combination that might need to be considered:
発注 instead of 発行
3/ but see http://infosys.log2.me/1148011915.html (A2Q#153) for that site's definition of 仕発:
【仕発】 設計が、製作・作業指示または資材購入指示のために仕様書を発行すること。 設計が手配したことを象徴する言葉。

Could it be an OCR (PCシート材)?

Thanks. I looked over it and realized it was 材 not 村 and immediately regretted asking. How about 仕発?
